Jadranka Pelikan

I am a senior consultant, evaluator and researcher with over two decades of professional experience at the intersection of EU-funded programmes, food safety systems, environmental protection and sustainable development. My work combines strategic advisory services, applied research, regulatory compliance, capacity building and programme evaluation, with strong engagement across public authorities, academia, industry and SMEs.

A core part of my work focuses on consulting related to the design, implementation and evaluation of projects, programmes and development interventions at national and European levels. I prepare and draft project proposals for EU and national funding programmes and provide support during project implementation, including coordination, reporting and performance monitoring. I conduct ex-ante, mid-term and ex-post evaluations for national ministries and public authorities, as well as for EU-funded programmes and projects, particularly under Horizon Europe in the fields of Blue Growth and climate-related topics. I have also participated in international expert teams assessing research and innovation proposals, higher education study programmes and institutional development initiatives. Alongside this, I have extensive experience in capacity building in EU funds management, having delivered more than 1,000 teaching hours at Algebra Bernays University, where I train professionals in EU project cycle management and the financial and administrative management of EU-funded projects. I also develop feasibility studies, sectoral and policy analyses, development strategies and action plans for public bodies and development-oriented institutions.

Another major area of my expertise is food safety, regulatory compliance and risk management in facilities handling food.
